    A strong end game wasn't enough for the Wasco Reserves to recover from a 7-run third inning produced by the Bakersfield Train Robbers Saturday night. The Reserves lost, 9-5 -- the seventh in a row for the inaugural season, whihc now has a record of 15-34. But there is some good news for the team. They are out of the cellar, giving up that spot to the 5-40 California Whiptails.     The City of Wasco and the school district are prepared to handle a disaster or emergency if they occur, top officials say.     Two men are being prosecuted in the attack on a 75-year-old man who was walking his dog on 7th Street in May. The man was walking his dog in the 1000 block of 7th Street on the morning of May 27 when he was attacked by two men, who stole his wallet and cell phone. Marvin Gray, 20, pleaded no contest to second-degree robbery. Other charges, including assault likely to cause great bodily injury, were dismissed at a hearing.     Construction continues on the state’s High Speed Rail project that will run through Wasco, City Manager Daniel Ortiz-Hernandez told the City Council Tuesday night.
